UPLB HRDO hosts benchmarking workshop for UP Baguio HRDO

The UPLB Human Resources Development Office (UPLB HRDO) hosted the Benchmarking Learning and Development Workshop for their counterparts in UP Baguio’s HRDO on August 22, 2024 at the Idea Hub, UPLB Techno Hub, and One-Stop Shop in UPLB. 

This initiative was part of UP Baguio’s preparation to advance within the Civil Service Commission’s (CSC) Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).

In line with CSC Memorandum Circular No. 3, series of 2012, constituent universities across the UP System strive for excellence in human resource management to elevate their status in the PRIME-HRM Program. 

PRIME-HRM Program aims to empower government agencies by enhancing HR competencies, systems, and practices, ultimately improving public service delivery.

This is the second benchmarking learning and development workshop that UPLB HRDO has hosted for a UP constituent campus. The first one was for UP Manila on May 13-14, 2024, at various venues in UPLB.

Edna N. Gueco, a faculty member and the chief of UP Baguio HRDO, highlighted their dedication to work for continuous improvement in HR management, specifically in advancing to Level 2 of PRIME-HRM.

“Achieving Level 2 will provide us with a more structured and standardized framework for HR operations. This framework will assist us in implementing policies, managing employee performance, and ensuring adherence to government standards,” she said.

Gueco cited the value of UPLB’s systematic digital organization and management of evidence requirements, which she said, ensure consistency and accountability in every HR process. 

According to her, UP Baguio HRDO intends to adopt this approach as they prepare to advance and implement their HR policies.

“As a constituent unit, it is imperative that we contribute to the system-wide goal of harmonizing HR practices across all units,” she added.

Consequently, the UP Baguio HRDO team recognized the need to expand their staff to effectively handle the demands of PRIME-HRM accreditation, underscoring the importance of securing additional personnel to support their efforts.

Aligned with the “One UP, One HR” initiative, UPLB HRDO is committed to assisting other UP constituent universities in achieving PRIME-HRM Level II accreditation.

During the workshop, Rosalyn Mabel M. Jimera, administrative officer and chief of UPLB HRDO’s Position Classification and Staff Development Section, led the discussions alongside Supervising Administrative Officer Ricardo Amiel V. Reveche. 

HRDO Director Roderick C. Javar and Vice Chancellor for Administration Rolando T. Bello were also present to welcome the UP Baguio HRDO team. (Yra E. Bautista)
