Department of Education-Laguna and UPLB: Nurturing Opportunities for the Next Generation Towards Ending Learning Poverty in the Philippines

Nine out of ten Filipino Grade 5 students are struggling to read, based on a joint report made by the World Bank, UNESCO, and UNICEF.
On 23 January 2024, the Second Congressional Commission on Education (EDCOM 2) released its Year One Report titled “Miseducation: The Failed System of Philippine Education,” confirming that the Philippines’ basic education system is in a crisis.
The Province of Laguna in particular, is grappling with significant challenges in its education system.
For School Year 2022-2023, DepEd-Laguna reported that out of 195,056 Learners from 344 schools, 17% or 9,866 learners are still under Frustration & Non-Reader level in English, and 13% or 7,545 learners are still under Frustration & Non-Reader level in Filipino. Recent data also showed that 45%, or 26,116 learners, are still at the Emergent and Non-Numerate level in Numeracy.
These figures underscore the urgent need for targeted interventions, such as contextualized and empowering reading programs, enhanced teacher training in literacy instruction, nutritional support, and active engagement with parents and the community to foster a supportive learning environment.
DUNONG aims to:
Improve children’s reading skills and build a habit of reading among children;
Improve teachers’ literacy instruction techniques;
improve the nutritional status of students;
Increase knowledge and awareness about nutrition and healthy eating habits among children and their parents;
Equip parents in proper food safety, preparation, and planning healthy meals;
Train teachers in teaching organic agriculture;
Enhance the sustainability of the Gulayan sa Paaralan Program.
